Active/Inactive setting for Languages
It would be handy to have an Active/Inactive setting for languages from Admin->Localization->Languages.

Didn't want an unfinished translation to appear. Learned the hard way that removing it in the admin then re-adding it causes a sql error because the ID changed. May be a ZC [v1.3.6] bug, but I don't have details to offer at the moment.
