Disable buying gift certificate with a gift certifcate

Hello:

I think most website do not allow you buy a new gift certificate with a gift certificate. Is it possible to disable buying gift certificate with a gift certificate?

I am looking for selling the gift certificate for 98% of face value.

Gift Certificates cannot be put on Special or on Sale with SaleMaker or Discounted with Coupons ...
