we are not accepting payments from your region

No matter which shipping method I choose, I always have this message when I checkout: we are not accepting payments from your region.
Please help.

Did you set-up your Zones in Admin?

You can find this under Locations / Taxes>Countries, Zones, Zones Definitions, Tax Classes, Tax Rates.

Yes, I set-up Zones in Admin.

did you attach any of these zones to payment or shipping modules?
