Should a list of items be passed to paypal?

I hope this isn't a RTFM question as I did read it and don't recall ever coming across it. I also did some searching and found some really old posts, 3+ years, that mentioned zen-cart does not pass a list of items to paypal through paypal IPN. Is that true?

The reason I am asking is I was setting up a site using zen-cart version 1.3.6 and noticed a list of items was not passing to paypal. I have since upgraded to 1.3.7 and the result is the same.

The cart shows the items fine. However on the paypal site it shows

Rita Rae Designs Purchase
Item #1

as Payment For with a quantity of 1 and the total price. The total price is correct but shipping is $0 and Tax is $0.

Is this the expected bahavior?
