shiptostste problem with UK shipping address

Have got it to work as a previous post stated, this IS a bandage approach but will have to do for now, looked at the UK zone contribution download but it states that a totally blank zencart database is required, ours is populated, plus Im not sure how it will be with our template.

In the paypalwpp.php file have modified to following:

$options['LOCALECODE'] = '';

$options['SHIPTOSTATE'] = 'UK';

The Paypal Express Checkout module then works without the error - this will be ok to use for now?

PayPal tech staff have stated that an update will be done on the PayPal servers on March 7 to address the 81108 errors.

A couple things:

2. Thank you for looking into this and escalating it with PayPal. I just feel that PayPal Express is not quite ready for prime time. I went live with our store ( http://www.arkhambazaar.com ) in February and have been battling with PayPal Express ever since.

3. On a different point regarding invoices... even with coupons or discounts why can't you simply distribute the discount over the number of items sold. Example... if you have 3 items and a $9 discount each item for sell would have a price of the retail minus $3. I realize that you have to take into account rounding errors but it seems like this could all be done in a deterministic way and then at least the shopping carts item would be preserved in the paypal invoice. Is there really a technical reason why this cannot be done? Does PayPal allow invoice items to have a negative value?

Not a programmer, so I ask to make sure: Do you replace
$options['SHIPTOSTATE'] = $address_arr['zone_code'];
with
$options['SHIPTOSTATE'] = 'UK';
Or do you add the lines somewhere in the paypalwpp.php file? If so, where?

Looks like they already updated their system.

I have a successful order WITHOUT ShipToState filled in. Its a German address.
