Cannot Edit ANYTHING or log into FTP

I am having trouble editing my main page it shows: You don't have permission to access /~kitty18/admin/define_pages_editor.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

And, I cannot log into my FTP server becasue it says that I am getting kicked off?

Could anyone PLEASE help Me?:cry:

If you cannot connect via FTP ... contact your hosting site and see if there is a problem ...
