Shipping Estimator Popup

We are in the final stages of completing our upgrade from 1.27 to 1.37. I am using USPS shipping on the new site, which is working wonderfully EXCEPT when a user is not logged in.

In this case, it will not calc shipping when a user enters their state and zip, and if they change the country, it does not correct the values in the second field (territories, provinces etc).

I have compared the files using winmerge and don't see any differences in the stock files that would cause this issue.

Any advice would be greatly appreciated.

This does not look like v1.3.7 ...

It should be retaining the address information once set when not logged in ...

What happens if you switch to Classic?
