Two accounts same email address, BIG PROBLEM

I have a big problem, for some reason, customers can create two accounts or more with the same email address. Where do I start to look. I am using 1.3.2

I got it worked out. It was b/c of the module Confirm Email Address Entry Version 1.0 , I see that there is a new version but I am not going to add it. It was skipping the check. I hope they fixed this, maybe someone who knows more about code can check the 1.3 version to see if its ok.
