CURL Requirements for PayPal Express

I am attempting to install the PayPal Express Checkout. Listed in the requirements follows:
Requirements:

*CURL is used for bidirectional communication with the gateway, so must be active on your hosting server (if you need to use a CURL proxy, set the CURL proxy settings under Admin->Configuration->My Store.)

HERE is my DILEMA

The first sentence in the requirements has me uncertain about my requirements. Please let me try to explain in the form of a question: Do the requirements mean I must have a CURL proxy? Or does they meant mean that being active is enough and I do not have to use the proxy settings.

CURL is active on my host. I use phptest to determine what PHP capability is on my hosting company (Loose Foot).
Here is what php has to say:

It means that cURL must be active,
and that if you use a host like godaddy then you have to setup the proxy info,

Looks like you are local so shouldnt be an issue

An added comment - my client got a note from PayPal the other day and they love you guys. You all have put ZEN CART on the map. It really "goes to show you" that your team walks the talk.
