How to have different flat rates to different countries

How do I have different flat rates to different countries? I can create one flat rate no problems, but I want to create one for each country. I have messed around with the shipping by zones, but that seems better if you are using weights and I have had some problems with it, what is the easiest way to add flat rates for different countries

Do you mean 1 flat for each of the 240 countries defined or a flat rate for groups or zones of these countries?

I have read allot that you have wrote, your really good. I love zen cart, and I think it is the best thing on the internet, and I intend to also help out a bit when I become more familiar with the features.

I should say this… I have to add an extra $2 to some of the heavier items, so perhaps I should work on the shipping by weight and zones, I will have all the normal items set at weight 0 and the heavier item set at weight 2. …I have done this but it is not working.

I should also say I am working with someone else that is adding all the products
