'best rate' available for shipping; UPS unavailable

Hello,
I am implementing a zen shopping cart out of Canada. I'd like to ship using UPS, but am having trouble getting rates. It is giving me a "best rate"; I havent seen this term used on this forum yet. Thoughts please?

The UPS module with Zen Cart uses a 5 digit zip code to work with the UPS server ... makes it tuff out of Canada ... :eek:

There is a UPS XML module running around that I believe you can find it in the Wiki under 3rd party ...
