tax rate not being calculated at the correct rate

My tax rate is being calculated at a different rate. I have put in to cal 17.5 UK vat.

I have follwed the basic instructions but can not seem to make it work, any ideas..please

We need more detail here...

Describe how you've currently got your zones and tax rates configured. And what tax parameters have you applied to your products?

Or point us to the site so we can see what's happening during checkout.
