How to set this shipping/payment method combination?

Orders >30, all shipping method ok, all payment methods ok. (I already set this, ok no problem)

Orders <30, COD available only with 1 method of delivery and not another.
For eg, when total is <30, and customer choose Delivery Service, COD is available, but if they choose by Post, COD should not show.
