Setting a MAX purchase limit for each customer??

I need to know how I can set up a way for customers to buy products I am selling for other people... But I need the person that will be receving the items to have a limit or spending limt of $100... So if Customer1 bought $50 and CustomerB buy $50, then the that person cannot be bought for again.... PLEASE HELP!!!!!!!! Thanks!
