Shipping Estimator W/Login Problem

I have checked the whole forum for this problem and none of them have helped my situation. Shipping Estimator will not show up any Shipping rates when customers aren't logged in. Please HELP ASAP. Thanks.

I am using: Zencart 1.3.5
Shipping Module Used: Shipping & Handling
Estimator does not require Zone addresses for this module. Shipping is set Australia Wide Calculated like so:

REGISTERED DELIVERY FEE MATRIX (AUSTRALIA WIDE).

Order Total Shipping Cost
$0 - $79.99 = $7.00
$80.00 - $149.99 = $10.50
$150.00 - $199.00 = $13.00
$200.00 - $299.99 = $16.00
$300 and up = FREE

v1.3.7 is out.
In v1.3.6 there was a fix to the Shipping Estimator where it would show blank (no results) if all the installed shipping modules were restricted by zones and the customer wasn't logged in.

1. Are there any zone-restrictions on the shipping module you have installed? If so, removing those restrictions should relieve the problem if you choose not to upgrade yet.

2. You might consider installing v1.3.7 in a test area and configure it similarly to your current store to see if the issue you're reporting is fixed there. I suspect it is.
