Declined Authorize.net yields a successfull Zencart order

The 'authorizenet' table in the database records "This transaction has been declined." yet the customer and store owner received a receipt/summary email.

Logging into Authorize.net shows the order as 'declined.'

Why does ZenCart think the order was successful?
