If you are using the IPN module, then yes that's a problem.

What are all your currency exchange rates in Admin->Localization->Currencies ?

My settings in currency:

Default: USD : 1.00000000
GBP : 0.52890003
Euro : 0.78109998
Canadian : 0.78109998
Australian: 0.78109998

I have just rechecked, seem like this error log comes from a payment for an item on ebay. Is it possible that enable debug report in my store also has this side effect?

All PayPal transactions trigger IPN's ("Instant Payment Notifications"). This includes eBay payments, subscriptions, purchases, refunds, echecks, and more.

Since there was no payment amount match with any pending transaction, the IPN for your eBay purchase was ignored.

It'll still show up in the log files, but no unexpected orders will appear in your store.
