Shipping based on total order

Is it possible to setup shipping to be calculated by the total order? f so, then how can this be done? I want the shipping to be 15percent of the total order. I have to do this because this is the way my drop shipper does it.

Then this would be 15% of the cost of each item also - correct

Use the per item ship and make it 15%

So this is basicly the same thing but in a different way right? I set this up in my shipping module?
