Whats New Single Column Box Won't Go Away!

Whats New Single Column Box Won't Go Away!

I no doubt have a corrupted include file somewhere, but I sure can't find it. I have the whats new layout box turned off in Admin for both the single column and the Left/Right Column. However, the Whats New box in the center wont' go away, nor will it honor the sort order. I can enable and disable the sidebox, but I can't control the single column.

Does anybody know the magic words to get this beast to obey?

These are not sideboxes - and depending on the page being viewed are in admin > config > Index Listing > and others
