How to use Zen Cart and norwegian forum

Hi!
I have looked at Zen Cart, and the forum but i have some basic question. Someone plz help me with this!

Do i need to be good in programing for using Zen Cart?

Can i still using the desing feature in Dream Weaver 8 to make my page, while i am usin Zen Cart?

I would really like to use the norwegian forum, but there is now way i can register :no:, plz helt me!
