Different shipping rates within a country?

Hi there,

I am looking for a solution that allows different shipping rates within different counties of the UK. Does anybody know how to go about this? I have set up the country rates previously but would like to take this a bit further, as my clients courier charges extra for certain counties such as the Highlands.
