Well if it works in one section of the page and not the other, just compare the two and see what's different. Here's a link from the categories section...
<a class="category-top" href="http://hardwoodcanes.com/index.php?main_page=index&cPath=2&zenid=6a757a4d8d9fdd62750dbb20d6473336">Oak Canes</a><br />
And here's an information link...
<li><a href="http://hardwoodcanes.com/index.php?main_page=shippinginfo&zenid=6a757a4d8d9fdd62750dbb20d6473336">Shipping & Returns</a></li>
See the difference? Categories have a CSS class definition: class="category-top".
Take a look at the CSS for that class, and make it look like the definitions for the 'a' tag. Alternatively, you could edit your template and remove the class definition from the HTML for the category links. Editing the CSS would be the "cleaner" way to go, however.
