FEDEX module shipping cost issue. Please Help!

Hello all. I have ZC 1.3.0.2 store I am checking out the FedEx module on.
Using FedEx for international shipping- but getting the wrong price displayed on the checkout page.

What is happening is: the cost returned is different than what FedEx supplied in the rates pdf. It should be 18.50 and is saying it is $25.35 in ZC, and it is giving that $25.35 amount as the cost for both the International Priority and the International Economy option.

Tare is set to 0:0.
There is no surcharge.
The correct customer account # is entered in the module.

Can anyone please help me out with this? I can see any reason why it should be giving me the wrong cost for shippin, let alone the same price for both options

this is because you are displaying the Published rate to eht customer,
and you are geting your LIST rate from fedex when you test it,

Nope fedex strictly prohibits this,

they are givin gyou a profit margin on shipping,
