customer cannot order from certain area

We have been running a fully functional zencart store for a while.

we are in macon GA

today someone from Perry GA tried to order something and they got an error

customer cannot order from this area....

what could cause this?

Depends, what shipping modules do you have installed? What do you have setup for zones?
