Sales Tax not working

I'm in testing mode right now for my site. My store is in Indiana and when I enter a customer with a shipping state address of California, they are charged IN sales tax. Which they should not be. I have both settings set to SHIPPING for:

Basis of Product Tax : Shipping
Basis of Shipping Tax : Shipping

What else am I missing?

Thanks! I had this already set up, but I deleted everything and re-entered and now it works. I think it was because I had PRIORITY set to "1" for the Tax Rate.

How do I get delivery option "WALK IN" to charge sales tax even if the customer is out of state?

OK, now I ran a test for INDIANA, and NO sales tax is being added. Do I need to turn the PRIORITY back to "1"??????
