It just enables or disables a dropdown box that allows you to go to another category (instead of having to go back to Catalog->Categories/Products, etc.). The dropdown box is to the right of the red X.

On some sites that are very very large, the drawing of the Categories dropdown is huge ...

When it is drawn, it also has to download as it is part of the web page that you are looking at ...

Some are so large that the time to draw defeats the point of being able to use that list for navigation so there is a feature to turn it on and off as needed ...
