Flat Rate Shipping not what I put in Admin

I have the flat rate shipping option for all of Canada set up. I have it set to $8.99, however when I use the shipping estimator it shows $9.99. I changed the price to $8.50 to see if it was adding a flat $1, but then it changed to price to $9.45. Any ideas what I am missing?

Check your default currency

Cdn was set up as default, but it had a value of 1.11129999, weird!! I think this thing is plotting against me some day!

Set it to one and select update currencies
