Couple of Q's

I can;t work out if the layout is controlled by the Style sheets or the php files so what i would like to know is
How do i move the Home Login Account header below the banner.
How can i remove the categories appearing at the top of the page above the central content.

The "categories at the top of the page" are the Categories-Tabs menu, which you can turn off in admin > Configuration > Layout Settings.

To move the header navbar, edit /includes/templates/your_template/common/tpl_header.php and move the block of code beginning with <!--bof navigation display--> and ending with <!--eof navigation display--> to just below <!--eof branding display-->.
