There's one already built in using the EZPages feature. Some tinkering with the stylesheet will make it look exactly the way you want it to.

A navigation bar will automatically appear as you add your categories and your pages at the top under your header if you turn on the
header box icons
If you want to customize the look of the nav bar example : colour etc you do this in the stylesheet.
The stylesheet is found here: Includes/templates/default_template/CSS/stylesheet.css
You need to make your alterations and place a copy in your override folder:
Includes/templates/CUSTOM/CSS/stylesheet.css
