That's only because you've logged into PayPal with your browser before.
Clear your browser cache and cookies, and it'll all show properly.
Secondly, it appears as though you're not using up-to-date code.
Are you using v1.3.7 or v1.3.7.1 ?
If you're not using v1.3.7.1, you should either upgrade or at least apply the latest PayPal patch
