Paypal Order?

When use Paypal payment,Is the order insert in database table before PAYPAL account received the money?

I have no PAYPAL accoount,It means On my site,when i test whit PAYPAL payment,I Donot Paid no money,I See no orders in my database tables,What is wrong with it?:(

Ok,
order is created after payment is received,
please take a look in the wiki for the proper way to set up your module and paypal account to work together
