Privacy Notice in two places?

It's perfectly possible I deleted something that would reveal the answer, but I can't figure out why there is a privacy notice define page at the language//html_includes/define_privacy.php
as well as a privacy notice language file at language/
/privacy.php. I can't find any reference to the latter file in my store, nor using the developer's toolkit. When I use the default EZ-Page Privacy Notice link, it points to the define page. I was just curious as to why it's necessary to have both.

They are used in different places of the file ...

the language file for:
/includes/languages/english/privacy.php

contains defines for that page ...

The /includes/languages/english/html_includes/define_privacy.php is a file that is pulled into that page that you can more full customize ...

The defines aren't being called at any point, though. On a stock install of Zen Cart, privacy.php reads:

define('TEXT_INFORMATION', 'Your Privacy Notice should be on this page.');
```That text doesn't appear anywhere that I can find. The Privacy Notice page contains the content of define_privacy.php only, which is simple html:
<p><strong>Privacy Sample Text ...</strong></p> <p>This section of text is from the Define Pages Editor located under Tools in the Admin.</p> <p>To remove this section of the text, delete it from the Define Pages Editor.</p> ``` :huh:

Look in the file:
/includes/templates/template_default/tpl_privacy_default.php

The TEXT_INFORMATION maintains older code where the line:

  require($define_page);

pulls in the define_privacy.php file ...

/includes/languages/english/html_includes/define_privacy.php doesn't exist on mine, there are conditions, checkout, etc. but not this. Do I need to create it?
I'm having the same problem with shipping and returns, it says add your policy here but then doesn't show up when I upload it.

You should have that file there and in your templates and overrides directory ...

You may wish to get a clean copy of Zen Cart and compare it to what you have on the server to see what is missing as you may have other files missing if you are missing this one ...
