Cart won't allow checkout

I am having a problem where my shopping cart will go through step one and attempt to go on to step two but it fails every time and instead reloads step one.

Any Ideas?

What shipping modules are installed?

Do you have Zones?

What shipping are you selecting on checkout_shipping page?

About the same problem too.
From "Your Shopping Cart Contents" page.
Clicking "Go to Check Out" just reloads the page.
I have PayPal Express installed and pointed to the sandbox.
PayPal hangs when returning back after aappoving payment.

USPS - zone set to none.

All payments zones set to none.

The only zone (tax) setup is for local sales tax.

in admin -> configuration -> shipping do you have 0 weight set to free shipping?

do your products all have a weight?

Order Free Shipping 0 Weight Status set to "0"
All products do have weight.

Do you know which files/folder control the checkout part?
