Block Customers from Certain Postal Codes

Hi all,

is there a way i can block off customers from a certain postal code.
For example i want to block off customers in the UK who are from Ireland.
What I need is a way to block customers from purchasing who are in a specific postal code region, so for example, if a customer enters postal code BTXXXXX then they are unable to purchase?
