i am getting this error.... why ????

when i am testing the site i have got this .......Sorry, we are not accepting payments from your region at this time.
Please contact us for alternate arrangements. please tell me how to fix it

I had the same problem on my site i made my shipping zone none and the payment zone none in the modules section of admin and it worked.
