Shipping internationally creates zero VAT rate?

Hi Zenners,

I'm having problems with my international shipping option. Whenever an international buyer completes a transaction on my website the VAT rate is zero instead of 17.5%. How can I correct his so VAT is charged on all international orders? AS i'm only charging a flat rate of £4.95 on all orders I really can't afford to lose the VAT margin!
