Free shipping to 48 states

Ok here is the scenario, my customer wants to ship his products free to the lower 48 states, and use fedex ground and fedex express exclusively to ship everywhere else. I have searched the FAQ & forum to no avail. Is this possible, if so how do I go about setting it up. I have played around with the zones table, but cannot seem to find a clear tutorial on how to set this up.
Thanks.

Re: Free shipping to 48 states

You can use the Free Shipping Options freeoptions.php shipping module and build a Zone for the US 48 States plus DC ...

Then get the FedEx shipping module add-on from the Downloads ... pretty sure there is one in there ...

Then set that up for everything except for your US 48 Zone or ... let it run normally as an alternative for your customers who are in a hurry and want to pay more for shipping to get it faster ...
