why does the shipping module add weight everytime?

I set my package weight for 25 lbs. When I go to the estimate shipping tab it makes it 27 or 28 lbs? It does this for every single product's weight. I specified no handling charges in the module. Why is it adding on extra weight - it is making things very confusing.
