Getting Rid of category links

hello,

i'd like to ask on how to remove the links circled in red?

Admin> Configuration> Layout Settings> Category Tabs - disable

You will find the tutorials/FAQs section and the e-Start Your Web Store book to be very helpful.

it got rid of the top tab, but the bottom still remains.

Also, how do i remove the "Congratulations....etc"
