Certain items ship free ONLY in domestic?

Hello,
We have CD's for sale, amongst other items such as t-shirts, stickers, etc.

We'd LIKE to be able to ship CD's ONLY for free, but only in the US. International would need to pay shipping.

I have everything set up for Zone Shipping, and otherwise this system works fine. I can get it to sort of work by using Free shipping options on the cds by WEIGHT, ( =>3 is free shipping, and cds are set to 3) but if they buy a cd + anything else, they end up with free shipping for everything. This doesn't work well for us either, obviously.
Optimally, it would work well if anything that EQUALLED 3 would be free shipping in the US only.

Anyone got any ideas?
