Is there a way to set up a promotion where if the user orders a certain product, they get another specific product free?

A quick way is to list the free product as an attribute on the product info page for the primary product (the one for sale). You can choose to make it a default selection (free product always included in purchase) or not a default (customer must select free product in order to get it.) You would price the attribute at $0.00. If the freebie adds to the shipping weight, you can include that in attribute definition. (If the freebie adds significantly to the shipping cost this would be a reason to make it's selection optional).
You would likely want to include details about the freebie in the product description of the primary product.
