Message on checkout - we are not accepting payments from your region at this time

I have a few free items on my site and when those items are ordered by a customer they get this message under "Payment Method" when they checkout:

Sorry, we are not accepting payments from your region at this time.
Please contact us for alternate arrangements.

If they are ordering an item that is not free it just says "PayPal IPN" in that box.

There always needs to be a valid Payment and Shipping ...

If the order total is 0.00 then you need to be sure to install the Payment Module for the:
The Zen Cart FREE CHARGE CARD freecharger

This allows Payment to work on the checkout_pages when the total is 0.00 ...

Can the following be done? Rather than have the shopper indicate a shipping method, no shipping methods would be setup. The shopper would indicate how they want the items shipped within the comments section. Can you successfully checkout if all shipping modules have been uninstalled?
