Problems after moving to a new server!

After moving to a new server, I notice these errors:

1.)Warning Warning: I am able to write to the configuration file: /home/wishgivi/public_html/shop/includes/configure.php. This is a potential security risk - please set the right user permissions on this file (read-only, CHMOD 644 or 444 are typical). You may need to use your webhost control panel/file-manager to change the permissions effectively. Contact your webhost for assistance.
It shows this on the new server, but I have checked that file several times and it IS chmodded to 644, which leads me to believe something went wrong in the transfer.

2.) The shopping cart is not working correctly.
http://wishgiving.com/shop/index.php?main_page=shopping_cart

There is a 12263 error code when trying to checkout.

I'm not exactly sure what's the culprit of these problems.. and I'm totally confused as to why they're happening! Can anyone help me with this?

Re: Problems after moving to a new server!

Ask your host if they are using PhpSuexec or SuPhp,
go into your server control panel and set permissions to 444

for question number 2 you are trying to access https and there is no account setup on port 443 ( NO SSL )
