I need Help Free Shipping is Charging

Ok I have freeshipper enabled for a range of $395 - $495

So the Free Shipping Module opens with all other payment options.
I have set up the Default Radio Button to Auto Load and I have edited the File to show a BLINKING Free Shipping

I am getting complaints that we are still charging UPS Ground with each order. I can not duplicate this and suspect it is Paypal and am looking at the shipping options. I do not see the Ground Charge in my invoice.

I have turned on Debug for the Paypal module

I have two questions

1: Can I setup the Shipping Modules to Display Ground Shipping Free and have that Defaulted on orders for $395 and up?

2: If it is extensive can I get a Developer to talk to me about working on my site we will Pay....
