Free shipping....but only to CERTAIN places

Is there an easy way to implement a shipping plan so that only buyers within my country, or within certain states or territories, will receive free shipping?

In other words, can free shipping be conditional , depending upon the buyer's location?

Also, is there a way to limit the types of shipping available for certian items only?
For instance, if I have an item that I ONLY want overnight shipping on, how can I eliminate the other shipping options?

Also...why would I want to create an item giving it the 'free shipping' product type?
Can't I just toggle 'free shipping' under the 'general' product description?

What are te advantages to a whole seperate category? Is it not limiting,in that I cannot later set shipping to NOT free?

What I ACTUALLY need....more specifically....

Only SOME items will be free to certain areas.

So it can't just be
that ALL items will have free shipping to certain areas. Only a few items feature free shipping.

So even if a buyer lives within a free shipping zone, only a handful of products will be free to ship to that area.

You would really need to write a special shipping module to manage the products on a per product per zone basis for when something is free or not free on shipping so that it can computer the peices and parts of the order to make the whole shipping price ... :eek:

Hmm....and thus more suceptible to errors and screw-ups on MY part....lol

And further, I'm new to PHP, though it does seem fun and somewhat easy to learn.

I COULD just have buyers receive a discount that I manually enter after payment. I know that isn't as professional-seeming, but if I provide a brief notice during checkout (or in the prod description) that shipping'll be refunded, I guess it'll be OK.

With eBay, that's how I've handled the same situation re. free products to only certain areas.
