Can it be setup so the customer has multiple email addresses, for example: when they create an order, they receive the order details via email plus it is cc'ed to the other supplied email address?

You can do anything you know how to code.
So, yes, it's possible.
But it's not a built-in feature.
You'll have to write custom code to collect and store the additional information, and then use that information when communicating to the customer. You'll have to add fields to the database to store that info as well.
