Quantities & Tax for Wholesale vs. Retail

Hi, I have ZC 1.3.7 & Easy Populate 1.2.5.4.

How do I set separate/different quantity minimums for Wholesale & Retail Customers/Products?

I also need to do that for Sales Tax, since wholesale customers never pay tax, but retails customers do.
