Do the payment process after confirm the price in the admin?

Hi I trying to do these

  1. The customer selected the product
  2. The customer do the checkout without the pay
  3. Confirm the order from the admin
  4. The customer process the payment

I can do these ?
Is a module for these?
or

I need to start to coding
