Issues With Canada Buyers NOTbeing able to get past the checkout screen

Hello,
Can anyone please tell me how to fix the Canada.
I have a few Canadian customers who try to order on my site, but they cannot get past the check out screen.
Its been this way for a year now, I am just realizing.

I am using the Multiple geo zone shipping.

PLease help or give suggestions.

What version of Zen Cart are you using?

To be honest, I am not sure. I did not build this so I am so not familiar with this stuff. I had someone else build it. I am sure it is pretty old. I had it built last summer (2006)
