UPS XML Probelms with Tax Zones

So I'm back with a new problem...I have had my zones set up so that there are several zones within a state for tax purposes. This has broke my UPSXML mod from being able to retreive data from UPS in reference to shipping quotes. Is there a work around that would allow my tax build to stay as it is?

OK I was able to fix the problem by makeing the Zone codes the same (all CA).
